On November 19 th , the EU Commission published its long awaited offshore renewable energy strategy, calling for an expansion of offshore wind capacity from 12 GW today to 60 GW in 2030. Realizing this ambition requires a rethink of project and market design. A report from THEMA Consulting Group forms part of the foundation for the strategy on so-called hybrid projects, in which offshore generation is connected to multiple shores in different countries. Earlier, THEMA has also assisted the Commission and the BEMIP (Baltic Energy Market Interconnection Plan) working group on renewable energy formulate a roadmap for regional cooperation to exploit offshore wind resources in the Baltic Sea. A cooperation agreement among the countries surrounding the Baltic Sea, following up on the proposal, was signed on September 30 th this year.
